The District Municipality That Uses Digital Assets the Most Efficiently is Beşiktaş Municipality!

The Beşiktaş Municipality has been elected as the district municipality that keeps up with the digital era better than all the other district municipalities according to the ‘Digital City 2015 Local Governments Digital Asset Rating’ data. The ‘Digital City 2015 Local Governments Digital Asset Rating’ results have been announced after the 39 district municipalities in Istanbul were analyzed within the scope of the ‘Digital Assets 2015’. And the Beşiktaş Municipalities was elected as the district municipality that uses digital assets in the most efficient way in 2015, achieving a score of 77 points and A – Rating.

What is Digital City 2015?

Digital City 2015 is a comprehensive study that analyzes all the digital assets of the 39 district municipalities and their mayors in Istanbul as well as those of the 81 provincial municipalities in the whole Turkey and their mayors. The study evaluates how efficiently local governments make use of the internet, mobile technologies, social media and digital tools. The study further analyzes the parameters of access, influence, interaction, popularity, actuality, conversion potential, need for conversion and digital availability for each user.

Within a research period of 4 months, the Digital Studies Association analyzed the Digital City 2015 Rating System, 128 IOS and Android applications, 202 web sites belonging to the mayors, as well as 970 social network accounts belonging to 240 users within 11 social networks (Twitter, Facebook, Instagram, Flickr, Google+, Youtube, Pinterest, Periscope, Vine, Klout and Linkedin). Then they graded the digital assets. In the meantime, they used 678 variables including whether the municipalities or the mayors have an account or not; the situation of metric data such as followers, likes, talk overs, shares; the accuracy of location and account language details; the statistics relating to mentioning, tagging, links used in the shares; the up-to-dateness of the information with the user profiles in the social accounts; cover images; the suitableness of the web sites with mobile use; the up-to-dateness of the social media links on the web sites; the ranking of the web sites across Turkey; and how many minutes a user passes a day in average.
